Extend NextOS with packaged capabilities.

Plugins package capabilities such as skills, tools, apps, integration metadata, scripts, or assets. Use plugins when an extension should be installable, discoverable, and versioned. Good plugins explain what they add, when to use them, which permissions they may request, and how to disable them.
